In the not too distant future, the arms and space race has advanced exponentially, a wave of technology that seems to know no bounds and even so continuously grows like a bacteria. Weaponry, robotics, medical techniques, and the exploration of both sea and space have made some of the most dramatic increases in growth; it truly is a whole new world.
The first colonies to be founded on Mars were primarily Soviet and American, an attempt at making peaceful advances together in the new age and start the new world out properly. However, once the initial excitement had died down that the red planet had finally been made hospitable, it was all but evacuated but for a small force of military officials, scientists, and adventurous aristocrats. For most, flight was too expensive and risky. Space travel had been made far more convenient and safe than it had been in the 21st century, but still remained a dangerous and time-consuming process, not even bringing into the picture how much money it cost for a one-way trip into the cosmos. Communication between Earth and Mars was slow as well; satellite reception on the red planet being sketchy at best.
For a time, Mars and its colonists seemed to have been all but forgotten by the people of Earth and the media. Soviet and American ties were broken once more, and war broke loose. For 2 years, both countries suffered heavy losses. The Peace Treaty of 2152 was signed on November 8th on a mass-transportation flying unit over the seas between the US and Russia, officially terminating what had nearly become a third World War.
Some manner of order and peace resumed in the time that followed, and once again the Red Planet was remembered and brought back to full attention. It was decided at the Moscow Conference in 2153 that those from both nations caught and convicted of horrific war crimes would be sent to live on Mars. The first penitentiary was formed just 5 months later, governed and presided over by the remnants of the military forces left on the planet since it had first been colonized. Fresh blood was sent in by Soviets and Americans alike, and with the further passage of time multiple countries gained the technology to join the effort and Mars became known as a criminal Hell-Hole. Prisons sprang up all over the surface and more soldiers were shipped over to help keep the peace.
There are many, however, who still hold grudges from the war...
The Martian government, ruled over by a Junta, was run completely by the military. Higher officers held tremendous amounts of power and influence on the planet. For this reason and due to old war grudges, political rivalries and discontent ran rampant over the surface. Tension rose...
Dangerous as it was to simply live on the still widely unexplored Red Planet, conditions worsened as more and more criminals began to be deported from Earth. Anything from petty thieves to mentally unstable murderers, all packed together in the heat and hell.
Breakouts are always a concern now, escaped convicts finding shelter wherever they can on the hospitable portions of the planet's surface or taking in with the few civilians left around the perimeters. Martian storms are yet another threat, and supply lines are fragile at best. Conditions have become dangerously unstable, and if this were not enough to deter most...
Mars is now a planet ruled by intrigue, rumors, and grudges.
